Which Buffalo Bills free agent is the most important to re-sign?

We are taking a look at the upcoming Buffalo Bills free agents today. We put out our list earlier this offseason, but didn’t really chat about who we want to keep. Here is the list, and I’ve got some thoughts right after.
I think just going down the list, re-signing Ty Johnson, Reggie Gilliam, and Mack Hollins should be pretty easy and makes sense for both the player and the team. On defense, Jordan Phillips and Quinton Jefferson on cheap deals would work for me, same with Damar Hamlin at a couple million per year. Reid Ferguson should be back.
Rasul Douglas is a little different. I’d like him back, but he’s on the wrong side of 30 so I am not paying him top dollar.
The Bills need a wide receiver, so we will see about Amari Cooper. How much does he want? How did he feel about his time in Buffalo? How did the team feel about how he acclimated? Can he do better with a full offseason?
