We have completed three weeks of the 2025 NFL season and there has been a ton of movement in the NFL Quarterback Power Rankings around here. We saw a shakeup at the top and the bottom of this week’s power rankings with some veteran QBs struggling mightily and some other quarterbacks having breakout performances.

As we’ve seen in the past two weeks, there were some huge swings in the NFL quarterback power rankings from week 1 to week 2 and again in week 3.

2025 Week 3 Power Rankings: Ranking All 32 Starting NFL Quarterbacks

During last week’s NFL Starting Quarterback Power Rankings there was a TON of movement. With each week we get more data and a deeper understanding of the ebbs and flows of each starting QB’s games but early on in th season like this we still see a lot of movement.

32. Joe Flacco – Cleveland Browns (Prev. 27)

At some point the Cleveland Browns will seek to move on from veteran Joe Flacco. He fell to last place in the Week 3 NFL Quarterback Power Rankings from 27th last week after throwing for just 142 yards, 0 touchdowns, and 1 interception.

The Browns did get a W but it is hard to see how Flacco was involved in that. Cleveland didn’t have any points on the board until the 4th quarter and then blocked a field goal for TD to win as time expired. Another week or two of mediocrity and Flacco might be put out to pasure.

31. Michael Penix Jr. – Atlanta Falcons (Prev. 23)

Things were so bad for Michael Penix Jr. in Week 3 that he was benched for veteran backup Kirk Cousins. The Falcons have said he remains the starting QB but how much longer can they realistically stick with him if he continues to play like he did?

Throwing for 172 yard, 2 interceptions, and connecting on just 18 of 36 pass attempts, Michael Penix Jr. got shut out by the Panthers who picked up their first win of the season. Is it too early to wonder if Atlanta is tanking for the #1 pick if they stick with Michael Penix Jr. going into Weeks 4 and 5?

30. Jake Browning – Cincinnati Bengals (Prev. 21)

Cincinnati Bengals backup QB Jake Browning is being called in to pick up the pieces left by Joe Burrow who will be out for a LONG time if not the whole season and Browning just is not that dude. He got destroyed by the Vikings.

Jake Browning threw for 140 yards, 1 touchdown, 2 interceptions, connected on only 19 of 27 pass attempts, rushed for only 3 yards. If there was any bright spot it’s that he wasn’t responsible for any of the Bengals’ 5 fumbles.

29. Spencer Rattler – New Orleans Saints (Prev. 30)

Spencer Rattler moved up one spot in the NFL Quarterback Power Rankings from 30th to 29th. Good for him!
