The proposal by the Green Bay Packers to ban the tush push, and other plays where the ballcarrier is pushed, pulled or lifted by his teammates has failed at the spring NFL owners meetings.

The measure failed to get the required 75% of votes, even after the Packers modified the proposal following the annual meetings in March, when it tabled because it did not have the necessary support to pass.

According to a report by Adam Schefter of ESPN, the measure earned 22 votes out of 32, two votes shy of the necessary amount to pass. Pittsburgh Steelers president Art Rooney II said in March that the Steelers were in favor of the ban.

The initial proposal by the Packers sought to simply ban the tush push quarterback sneak, which has been popularized by the Philadelphia Eagles. Philadelphia has turned the play into an automatic conversion in short-yardage situations, with the combination of a dominant offensive line and a big, athletic quarterback in Jalen Hurts being too much for other teams to stop.

Former Eagles center Jason Kelce attended meetings on Wednesday, speaking on behalf of the team and the play.

Some of the sentiment against overturning the play was that it would be seen as too punitive to one team. The Eagles and the Buffalo Bills are the two teams that have run the play the most.

The change in the proposal for this round of meetings widened the ban to any play involving the ballcarrier being pushed, pulled or lifted. That was expected to gain support for the measure, but ultimately, it fell just short.

With the margin being so narrow, itโ€™s probably safe to assume that the tush push will once again be on the docket for the 2026 NFL Ownerโ€™s Meetings.
