Starting center Zach Frazier is questionable to play with a left calf injury suffered last Thursday against the Cincinnati Bengals.
Wide receiver Scotty Miller will not play against the Packers due to a finger injury suffered in practice this week.
Wide receiver Calvin Austin III will return after missing two games with a shoulder injury.
Linebacker Malik Harrison (knee) and quarterback Will Howard (pinky) are questionable to return from the injure reserve.
The Steelers opened the 21-day practice window for Howard on Wednesday.

The Pittsburgh defense intercepted Jordan Love twice, with safeties Keanu Neal and Damontae Kazee both snagging one, as the Steelers held on for a 23-19 win over the Green Bay Packers on Nov. 12, 2023.
Najee Harris and Jaylen Warren scored rushing touchdowns on the first two drives of the game, but the Kenny Pickett-led Pittsburgh passing offense never got going and managed just three field goals the rest of the way. Warren had 15 carries for 101 yards and Harris had 16 for 82.
Jayden Reed had five catches for 84 yards and a touchdown for Green Bay.
The Packers lead the overall series against the Steelers, 20-17, but all of the recent Packers wins against the Steelers have come at Lambeau Field or on a neutral site. Green Bay has not won in Pittsburgh since 1970. Back then, Bart Starr and Terry Bradshaw were the quarterbacks of each team. Over that time span, Green Bay is 0-6 in Pittsburgh.
