The Buffalo Bills’ passing attack will look a bit different yet again when they take the field against the Steelers this Sunday.

Early on Black Friday, head coach Sean McDermott informed members of the media that Bills left tackle Dion Dawkins (concussion), right tackle Spencer Brown (right shoulder), linebacker Terrel Bernard (elbow), and wide receiver Curtis Samuel (elbow, knee) had been ruled out for the team’s Week 13 road game against the Pittsburgh Steelers. In the aftermath of that team report, One Bills Drive made a pair of roster moves ahead of Sunday’s clash.

Curtis Samuel has now been placed on Injured Reserve (IR), while wide receiver Gabe Davis has been signed to the active 53-man roster off of Buffalo’s practice squad. Samuel is set to miss at least the team’s next four games, which would leave him eligible (at earliest) to return for the Bills’ Week 17 home game against the Philadelphia Eagles.

It’s been a disappointing 2025 NFL season for Samuel who, through just six games played, has just seven receptions (9 targets) for 81 yards and one touchdown. He has also been asked to contribute as a kick returning in 2025, bringing back nine kicks for 223 yards with a long return of 31 yards. Samuel played a meaningful yet still injury-tinged first season with Buffalo in 2024, catching 31 passes (46 targets) 253 yards and one touchdown; adding five rushes for 14 yards, per Pro Football Reference.

Gabe Davis is in his second stint with Buffalo following a season away playing on a free-agent contract with the Jacksonville Jaguars. Davis’ season ended prematurely due to a complicated knee injury that left him in recovery well into his second stint at One Bills Drive while on the practice squad (PS). Davis had already been called up to the game-day roster from the PS in Weeks 11 and 12, with just one more call-up available to him in the regular season. In those two games (both starts), Davis has caught four passes (6 targets) for 62 yards.

Buffalo’s wide receivers room has seen a fair bit of shifting all season long, where Khalil Shakir has proven to be the only consistent and reliable wide receiver for quarterback Josh Allen. Earlier this week, Buffalo and wide receiver Elijah Moore mutually parted ways, which followed news of the team signing free-agent wide receiver Brandin Cooks.
